따라서 도면, 표, 청구항, 요약서 등을 포함한 전체 문서 구성에 따라 비용이 예상보다 커질 수 있습니다. 실무적으로는 단순히 문서를 짧게 만들기 위해 기술내용을 삭제하는 것이 아니라, 필요한 설명을 충분히 유지하면서 불필요하게 반복되는 페이지와 형식 요소를 정리하는 방식이 적절합니다.

A PCT international patent application does not have a single flat filing cost. At the international stage, applicants generally need to consider three principal official fees: the international filing fee, the search fee, and the transmittal fee. Additional charges can arise when the application exceeds the standard page count, and reductions may be available for certain electronic filing formats.
Key point: The actual PCT filing cost depends on the receiving Office, the available International Searching Authority, the filing format, page count, currency and the applicable fee schedule and the relevant date under each fee rule.
The three main PCT fees
The international filing fee is connected with the international application and the International Bureau. The search fee pays for the international search performed by the selected International Searching Authority. The transmittal fee is charged by the receiving Office that accepts and processes the international application.
Although applicants often pay these amounts through the receiving Office, they are separate fee components and should be itemized in a filing budget.
Excess-page fees
WIPO’s fee structure uses a standard page threshold. An international application with more than 30 pages can trigger an additional fee for each excess page. Page count therefore matters, particularly in applications with many drawings, claims, tables or detailed examples.
Applicants should not reduce technical disclosure simply to save official fees. The PCT application becomes the base document for later national-phase prosecution, and insufficient disclosure can create much larger problems than an excess-page charge.
A sequence listing filed in WIPO ST.26 XML format is excluded from the page-fee calculation. It should not be treated like ordinary document pages. See the WIPO Receiving Office Guidelines.
Electronic filing reductions
Certain electronic filing methods may qualify for reductions in the international filing fee. The amount depends on the filing method and the applicable fee schedule. Applicants should verify the current receiving Office and WIPO fee tables rather than assuming every online filing receives the same reduction.
Search fee differences
Search fees differ by International Searching Authority. An applicant should confirm which ISAs are available through the chosen receiving Office and evaluate more than price. Search language, technical competence, expected practice, timing and the applicant’s later national-phase strategy can all matter.
Transmittal fee
The receiving Office may charge a separate transmittal fee for receiving the international application, performing formal processing and forwarding the relevant documents. The amount and currency depend on the receiving Office.
The PCT fee is not the total cost of international patent protection
A PCT filing does not create one worldwide patent. After the international phase, the applicant must enter the national or regional phase in the jurisdictions where protection is desired. National filing fees, translations, local counsel fees, examination costs, grant fees and annuities may then apply.
A useful budget therefore separates the process into the first priority application, PCT filing within the applicable priority period, international-phase work, national-phase entry (commonly around 30 or 31 months, subject to the relevant jurisdiction), and later examination, grant and annuities. A quote should also identify whether international preliminary examination or other optional work is included.
What to ask when reviewing a PCT quote
Check whether the estimate includes the international filing fee, search fee, transmittal fee, excess-page fees, electronic-filing reductions, translation or specification-preparation fees, professional fees and any later national-phase work.
Official sources
Because official fees and currency equivalents can change, the current fee table should be checked immediately before filing.
When and to whom are fees paid?
The ordinary deadline for the international filing fee is one month after receipt of the application by the receiving Office, using the amount applicable on that receipt date. The transmittal and search fees have related deadlines under the PCT Rules. Check the receiving Office’s payment instructions rather than automatically sending a separate payment to WIPO. See Rule 15, Rule 14 and Rule 16.
Late or insufficient payment can lead to an invitation to pay, additional charges and, if the requirements are not met, the application being treated as withdrawn. Do not build the original schedule around a late-payment opportunity. See Rule 16bis.
Internal approval, bank processing and confirmed official payment are separate events. Keep the receipt identifying the correct application and fee items.
Worked example: an application over 30 pages
This is an arithmetic example, not a quotation. If the counted documents total 42 pages, there are 12 excess pages. Multiply those 12 pages by the applicable per-page charge. Add that amount to the basic filing fee, apply any qualifying electronic-filing reduction and then add the separate search and transmittal fees.
Do not multiply the search fee by the page count or apply an electronic-filing reduction to the entire professional-services bill. Distinguish an excluded ST.26 XML sequence listing from ordinary PDF pages.

The 12-month priority period is not the national-phase deadline
A PCT filing claiming priority normally needs to be made within 12 months of the earliest application. The commonly cited 30- or 31-month national-phase deadlines run from the priority date, not afresh from the PCT filing date. Verify each jurisdiction’s rules. A business that budgets for another 30 months after PCT filing may materially overestimate its available preparation time. Put the first filing, PCT filing and country deadlines on one calendar before assigning expenditure.
Is PCT always cheaper?
No. The international phase can provide procedural coordination and time to evaluate markets, but it does not eliminate national translations and local work. If only one or two countries are firmly selected, compare direct filings. If country selection depends on investment or market validation, preserving decision time may itself be valuable.
Compare the same destination countries over the same time horizon, including both expected expenditure and decision flexibility.
Compare quotes on the same assumptions
Different totals do not necessarily mean that one provider charges more for the same work. One estimate may include translation, while another assumes that a complete English specification will be supplied. Quotes may also use different receiving Offices, searching authorities or page counts.
First record the filing language, expected number of pages, receiving Office, ISA, filing format and quotation date. Then separate official fees from professional fees. Identify whether translation, drawing preparation and specification revisions are included or charged separately. Where foreign-currency charges are converted into Korean won, ask which exchange rate is used and how the final payment will be reconciled.
Illustrative example: two quotes for the same invention
This is a hypothetical comparison, not a client case. Suppose a business obtains two PCT estimates using the same draft specification. Quote A includes translation review and pre-filing claim revision, while quote B covers filing formalities only. They do not describe the same service.
Instead of simply asking for the lower total, ask who will finalize each document and which post-filing communications are covered. A filing-only service may require more preparation by the applicant. Internal staff time and possible revision charges should therefore be considered alongside the quoted amount.
Separate the filing budget from later country budgets
For internal planning, distinguish expenditure needed for the current filing, possible additional international-phase work and later expenditure in each selected country. This is a practical budgeting method, not a new legal classification of fees.
- Current filing: Confirm specification preparation and review, necessary translation, basic official fees and excess-page charges.
- Additional work: Obtain a separate scope and estimate when further analysis or a response is needed during the international phase.
- Country-specific work: Once jurisdictions are selected, confirm local fees, translations, professional services and subsequent examination costs.
Where resources are limited, prioritize jurisdictions by sales markets, manufacturing locations, competitor activity and licensing plans. Keep anticipated payment dates and procedural deadlines in separate columns of the same planning document so that a budget decision does not cause a missed deadline.
Documents that help obtain a useful estimate
Prepare the first application’s filing date and number, the current specification, claims and drawings, required translation languages and the countries under consideration. If development is continuing, distinguish what was already disclosed from later additions. Do not assume that every later technical feature benefits from the original priority date.
Also clarify whether the quoted service ends at filing or includes delivery of filing documents and review of subsequent communications. An itemized statement of included work, excluded work and triggers for additional charges is more useful than a single total.
Practical takeaway: Compare the scope of work under matching filing assumptions. Preserve adequate technical disclosure and plan international-phase and country-specific expenditure separately.
